Roles - View a Group

Current Admins are having a weird issue with the viewing groups when adding new users.
This started after updating our servers from 5.0.2 SP2 MR2 to 5.0.3 SP3 MR3.
I've verified that each admin roles still has the view groups as granted and view all groups is selected.
Even created a brand new role and new admin assigned all the correct permissions and everything still is blank in the admin console for groups.
Anybody have a idea what maybe up?
