Blackberry Browser

I cannot get on the internet via the blackberry browser. I can receive emails, send emails no problem. I am running the BES server with exchange 2000. I have made sure that MDS is enabled both on the server and the users account. I also made sure that the service MDS is running. I use verizon as my carrier.
Could this be a serve issue or Carrier (verizon) issue.
I get the following message when try to launch the web browser
" Unable to connect to the selected mobile data service please try again later".
