Your first step is to get a good battery that is charged. Not one you think is good, but one you know is good. Insert that battery and see what happens. If the handset boots, great, carry on, but at your first opportunity read [].
If the device doesn't boot, you will need to wipe the device and reinstall the OS. To wipe, see [] and []. Then reinstall the OS.

Hi there, I have been having the same problem with my Storm 2 phone. I have the Red LED, followed by white screen, then red LED problem. Known as "Constant Re-boot". I have tried to revive the Blackberry, JLCMDER route, using desktop manager, BBSAK etc. on Windows 7 and Windows XP pc's.
What I would like to know, is it possible to have a shop totally re-flash the blackberry? Or do I have a dead logic board? I have tried around 15 re-installs, but still have the "Wait for device initialization" problem in the process.. So I never quite get there.
Another forum implies it is a totally dead phone, do I have a chance?
Thanks
Ash
