Angry Blackberry rejects applications

Please Login to Remove!

So I've got a blackberry storm from my dad and it worked perfectly for him. Now I'm trying to get applications on my blackberry and nothing seems to work. I've figured out four ways to do so and none do a thing.
I can't get my email set up with my blackberry but I figured I'd deal with that later.
Blackberry Desktop Manager seems to install an application loader, but it only shows three applications are on my blackberry (a theme, google chat, and blackberry messenger I think), and I can't remove or add anything else; it'll show that it's installing, but nothing else works. I've also tried using Internet explorer but it crashes when it tries to upload an application to it from the website. And I can't GET internet on my blackberry so I can't directly install it.
How am I supposed to get applications on my blackberry? D: I google'd but nothing seems to work.

The device was most likely on a restrictive BES and needs to be wiped. Also, you need a BlackBerry data plan to get Internet or email on the device.

makes sense for the data plan, I'll get that taken care of, thanks..
but I had it wiped via the wrong password 10 times method...restrictive BES makes sense though but shouldn't I not be affected by that anymore?

You might want to search the FAQ on how to remove an IT policy, that could be the culprit I believe. Just wiping with the password won't get rid of it.
