the artist said the monkey represents congress but many people are upset because they feel that the monkey was meant to represent Obama. And of course any connection between a monkey and an african-american is never good.

Maybe a different animal could have been chosen. Just a thought. I work in the largest African-American community in Florida and the issue is not getting much coverage or interest so far.

I took it as meaning congress was the ape, and then as the reference to the ape that was recently killed...

It could easily be interpreted as being either Obama or Congress-but I certainly read it as a statement on the wisdom of the stimulus package, not a racial comment.

i also think it was directed to congress and not Obama. he may write some, but so does congress, and all 3 branches have to OK the bill. so it cant be directed to obama

I have no issue with it, but the artist could have marked congress on like a badge or something on the monkey and saved this.

At times, I think people see an image and think, "How can this offend me?", rather than try to see the true intent of the message.

The intent of the message as I got it.... Was the stimulus bill needs to be killed because it's a monkey on the backs of our children who will be repaying the debt....

Eeeeee, they were not thinking when they made that cartoon, holy crap. I don't think it's meant as a racist jab, but sheesh...completely blind to sensitive comparisons much? I'm not offended, more embarassed for whatever poor sod drew it...seriously, all it would take would be a label of some kind, like someone above me said, a badge or something.
