Is your service provider AT&T?

AT&T blocks it. There are workarounds, I understand. Do a search on blackberry maps ATT, or blackberry maps AT&T, and you should find a lot of discussion.

If you have QuickLaunch add BBMaps to your QL menu then use that to access the app.

If you look in your applications you will see BBMaps is there you just do not have the icon. As the others have stated this is an AT&T issue.
