Only if you have a BlackBerry Data Plan. Not a plain old data plan.
Call your carrier. I can't answer the second part of the first line as I don't understand it.

Because blackberry's are not Nokias, and to get the browser, it requires a blackberry data plan. Then it can be used on wi-fi.

I also use Hotspot and WAP Browsers on my BB, but I don't have BIS.

There are some service books that may be available (sans BIS) that allow you to use MMS, WAP and Hotspot Browser, but this seems to be carrier dependent.
On one carrier I can use the WAP Browser
On another carrier I can't use WAP Browser (though the service books are there for WAP Browser), but I use Opera Mini instead.
Another carrier lets me use all three services
When I switch SIMs and reboot, the service books for that carrier are sent

So cool14, seems your problem is with the carrier.
But if you get an actual BIS plan, then the service books and browsers will work fine.
