Redirection is enabled for that user in BES manager and wireless reconcile is set on, on the HH.

There may be some rules set in his Outlook settings on his workstation....but I'm not sure...I'll have to try sending a message with the confirm tag in it. I looked in the MAGT, ALRT, and DISP logs and didn't see anything too unusual.
Meh....this is frustrating.
