It depends on the device. 9000 = device memory was 1GB and acted like a memory card. App memory was 128MB, and stored Os, apps, emails, sms, mms, logs, contacts, themes, etc etc.
On the Tour, I believe you have only 256MB device memory. Total. Its in this case, a memory card is recommended to store pics, vids, docs, etc (stuff you want to put on the phone from a pc).
So that the 256Mb can be utilized for OS, apps, email, mms, sms, contacts, logs, themes, etc etc.
A battery pull is a reboot, and yes, will clear up you App free memory.
