Blackberry internet service suspended or deactivated - means just that.
sometimes when a bberry user upgrades their contract and moves from say bberry to iphone, the bberry internet account is de-activated and renders the bberry useless (temporarily) on BIS.
Simply contact your service provider, give then the pin and imei number and they will re-activate the bberry.
It has sod all to do with stolen phones or any other such dramatic reasons than simply - BBerry Internet service has glitches.

Sorry, they very rarely will do so when the PIN is suspended or deactivated. If, in your scenario, the device is still registered on another network, the error given the user is different, something to the effect of "PIN is active on another network" etc., or so.
So. Having helped literally thousands of users in years, and probably hundreds on this very specific issue, I think I know what a suspended or deactivated PIN means.
