Sorry if this has been talked about already, but I see on the Blackberry.com website that under Telus there is version 4.3.0.199 for the 8330.

Is this newer then anything else for 4.3 ?

compare it to the version number on your current software. if the number is greater than the one on your phone, it's newer.

I'm a bit confused then.. According to this thread the latest is .127. This version I linked to is .199. Would that not be higher/newer? Or did I misunderstand how RIM's versioning works ?
