I wasn't aware of anything that could manipulate a .IPD file on the desktop, but a Google found this page:

which might help. Looking quickly at an IPD file from a non-encrypted Blackberry in a text editor not fazed by binary data, the contact information seems to be in there null-terminated, so getting data out or correcting the odd typo should be feasible, but serious editing much harder.
