Blackberry losing connection with BES

I have a single BB user who keeps losing connection with the BES. When it first started happening, we could wipe the phone (we had to go through a wipe, it wouldn't work otherwise), delete his BES account, then readd him and have him activate it. Then we stopped being able to re-activate him on the BES altogether. So we ordered a new phone, it activated immediately, but a day later he lost connection and we cannot get it back on the BES.
We have deleted his account on the BES, tried a new phone, only thing we have not done is delete his account off exchange, which I would rather not do since he is a roaming profile saving all the mail on the server.
any ideas?
