I ran into this with two devices I set up and ended up deleting the Visual Voice Mail pre-load. However, I got on the phone with RIM after the second one and the long and short of it is that the tech suggested doing wired upgrades as opposed to over the air (OTA) because of the memory issue. There may be another way around it but I'm going wired with future devices I set up.
If you want to do the OTA upgrade, I might suggest opening the Application Center and identifying which apps show that they are not installed, for example, Visual Voice Mail, Flickr, etc. Find any of these that appear to be installed on the device, delete, OTA upgrade, and install anything you deleted that you want.
