i have an unlocked (gsmphonesource) cingular branded 8700c that is still giving me problems (i'm on TMO). i posted this on a different thread a couple of weeks ago. it was given to me by a friend who works for a real estate firm and was wiped clean prior to me receiving it. to make matters a bit more difficult, i am a MAC user.
again, i can receive phone calls and send and receive emails but can make NO OUTGOING calls. the SIM is fine and works perfectly on my 7290.

1) what are those and can they be manipulated removed on the device instead of with the BBthe desktop software which i cannot install and run since i do not run windows?
When your friend had the Blackberry was it connected to a BES (Blackberry enterprise server), to get his corporate emails? If so you probably have their corporate policy which restricts you from using the full potential of your BB.
Follow this guide Unlocking the Blackberry to replace your IT Policy with a blank one. You'll need to use a Windoze machine though.

To get your certificates and services back, simply login into your BIS account and click on "Send Services Books" or a similar option. Within minutes you'll get an email saying "registration successfull" and you should have your certificates and services back. Your browser will also be back and you should be able to send/receive emails and browse the net again.
As for the PIN, I'm very surprised. I did the IT Policy trick once on a Blackberry I bought from eBay and it cleared all the passwords, so I'm not sure why it didn't work for you.
the ' not being able to dial out part' is what the problem is. i think this phone was indeed connected to a BB enterprise server so yes i assume there is some type of IT policy on it.
the question is how to remove it.
i have an intel mac and will install windows on it. this BB thing without the desktop software available sucks. i don't know why they don't come out with a MAC version already. there are plenty of users now who are mac-based.
a search for what? how to remove a possible IT-related restriction (if that is indeed the case) when you're on a mac and can't use the desktop software? this might not be a mac problem per se so i just wanted to find out what it might be from someone who is more experienced than me. maybe it's something that could be removed through the carrier or on the device directly/ i don't know: THAT'S WHY I ASK. (it might behoove you to read our own rules, i just did and you just broke two of them)
