Default BES Express SBS2003 - queued removal of blackberry services

Ok so I must be doing something wrong on the installation as I am getting the same message each install I am doing and I have no idea what I am missing out so I though to get to the route I would post up my install for you guys to nose over and hopefully point me in the right direction.

So we have SBS2003 running Microsoft Exchange..

So here goes..

Active directory users and computers > Create new user.
Confirm only see domain users in properties under members.

Builtin > right click administrators and select properties > members tab > added service account.

Select VIEW and advanced features. Go to domain properties > security tab > advanced and select service account. At permissions window > select "user objects" set the send as permission.

Start > run > "regedit"
Espand HKEY_CURRENT_USER > software > Microsoft > exchange> Right click ex admin and create new DWORD value. Renamed to showsecuritypage > changed its value to 1.

Exchange system Manager > delegate control > exchange view only administrator.

Right clicked on exchange organisation > properties > security > added service account > Select "administer information store" "send as" "Receive as"

After that I have just run the BES Express wizard allowing the bes express to install a new SQL.

Ok so it goes on fine..However....

When adding a user they go on. Then you click on manage users and their status before initialization is "queued removal of blackberry services"

I have tried doing the common fix of going to the manage users and advanced and changing "queued removal" to True but it fails to bring up any users.

When adding a user on to the BES Express what is the normal status??

If you have any hints and tips then please let me know. Dying to know what I am doing wrong.
