I'm not entirely sure that I understand what you are asking, but...

On a BES:

Default Policy applies to all handhelds UNLESS they are in a group which applies a different policy OR a policy has been applied at user level.
Assuming no users are in groups with policies attached to them and/or have policies applied at user level, then changing the DEFAULT policy would change policy settings for all users.
I do not advise changing the default policy unless you have a backup of it first, in case you ever need to roll-out a "blank" policy to your users.

To apply two password policies to two groups:
a) create the 2 different password policies
b) create the 2 groups
c) assign one password policy to each group
d) add users to groups as necessary

Hope this answers what you wanted to know

You can have multiple policies. As many as you want, all different.
Policies can be applied to a group of users, or an individual user.

You can create as many BES IT Polocies as you like.
Each IT Policy has a "Password" section.
You can set the "password" requirements to be the same on all policies, or all different.
You can apply the policies to groups or users as you please.

So, you could have a "Very Secure" IT Policy which requires long passwords with complexity.
You could have a "Simple Password" IT Policy which requires a short password with no complexity.
And so on.

Maybe it would be easier if you explained what you are trying to achieve. BES Policies aren't the same as AD Group Policy.

OK. Right. Hard to say what you need to do without knowing your config.

Are the 2 BES servers in the same domain?
Do they share a database?
How are you moving/migrating the users?
What is their current policy setup (i.e. of all users on both servers have Default Policy, and it has never been amended, then effectively there are no policy settings).

On BES 5 you can set a policy hierarchy (BAS > BB Solution Management > Policy > Manage IT policies) - but I am not sure you need to do this.

So... Whether you will have a "conflict in policy" really depends on how your environment is currently setup.
