This is somewhat misleading. Let me start out by asking a question:
Every time your computer starts to run slow do you go out and buy more RAM?
No, you don't. First thnig you (should) do is check what applications can be closed or find alternative programs that do the same thing as another just more efficiently (aka - using les RAM).
Yes, physically increasing you RAM is one of the best and fastest ways at making your computer faster. However, it is also possible to significantly increase the speed of your device by fixing bugs in the code that cause memory leaks (which take up more RAM then needed), using less code to do the same work and finding any other way to do the same thing more efficiently.
When adding additional hardware to a device is not an option (as is the situation with the Storm), optimizing the software running on the device is a very common and practical solution. Thus, an updated OS can (and does) make the Storm run faster.
