If you cannot use SSH than the block could be on either RIM's or T-Mobile's end. Talk to some people who use Windows Mobile devices and see if they can use SSH. If they can, then the block in on RIM's end.

When making connections over BIS the only open ports are 80, 443 and everything above 1024. This applies to all wireless carriers. The default VNC port is 5900 so it works fine over BIS, the default SSH port is 22 which does not work over BIS, either you have have to set your SSH server to use a higher port or you have to use TCP.
For SSH the best option is to use direct TCP, simply contact your carrier and make sure you have the wap.voicetream.com access point on your account, more details can be found here:
