Ok, now try the following:
Make sure the blackberry is not plugged in until told to so!- Download and install revo uninstaller. Revo Uninstaller Pro - Uninstall Software, Remove Programs, Solve uninstall problems The free version will do fine.
- Run do the program and uninstall everything related to blackberry including desktop manager, blackberry sync, any os, etc. Make sure you select the advanced uninstall which removes the extra files and registry keys. (uninstalling one program related to blackberry may uninstall all of them, don't know why it does that, but its fine, as long as, there nothing related to blackberry on the computer.)
- Download the os. http://www.blackberryforums.com/gene...n-english.html
- Double click on the .exe download file that you just downloaded.
- Go to c:\program files\common files\research in motion\apploader and delete the file named "vendor.xml."
- Now plug in the blackberry.
- Make sure the device is plugged in and that the icon on the taskbar that ask you safely remove a device shows up. The device may have to reinstall the drivers. Let it do that.
- Go to c:\program files\common files\research in motion\apploader and double click the "loader.exe" file.
- Keep click next until you get to the screen where you select the add/remove applications
- Make Blackberry 4.6 Core Applications, Blackberry Attachment service, Browser, BBM, Phone, and Blackberry Visual Voicemail are selected. As a general rule, try to select everything that can be selected and then later uninstall whatever you want.
- Click next and it should to begin installing. Do not remove the device and turn it off. Just it leave it the way it is. It may reboot a few times. That is normal. This process may take an hour or more.
- After everything has installed and you get your blackberry to a usable point, wait 20 minutes and then safely remove the device from the computer.
Everything should be all good now and you have a normal blackberry.

Don't worry, I have had the problem with reinstalling the os before, and I did that and it worked.

Did you install the os properly? Go to control panel > add/remove programs > Is there anything related to blackberry there?

Already went through this with the OP. The OP is missing a step somewhere or not doing something correctly.

Search your laptop/PC for .ipd files. You should have a backup there that you can restore if you created one.
