There are other reasons to try to keep the sound on the camera....

One big one would be to try to keep retail/restaurant workers from snapping a pic of your credit card without you knowing..... Ever been to a retail counter and seen some cashier tapping away on their phone and you just happen to throw down your card on the counter to pay without even thinking about it?????

It happens.... But, if you heard a shutter sound you would know that they took a pic of your card.... and you could cancel it immediately....

If you Google "Cell Phone Camera Sound Law", you'll find lots of articles on the new proposed law.
At first I thought you were kidding, à la The Onion, etc.
