Frustrated - how to resolve?

Okay, I am running BES 4.0 with all the latest service packs and hot fixes. There are 18 users. Our carrier is Cingular and we all use 7100Gs. All users have no issues with email synchronization with the exception of one user. Basically, when the user deletes on Outlook, the emails are not removed from the BlackBerry. Here are the steps I have done so far to troubleshoot:
1. Replaced 7100G through Cingular
2. Deleted/Added account on BES Admin Console
3. Killed 7100G and re-setup enterprise activate
What else can I do?
