I called T-mobile on that (after seeing so many people using new builds) and they said some of these releases are not 'approved' by T-mobile yet. The new builds don't necessarily support UMA technology, this that or the other thing...etc, etc..
AND since they aren't having alot of trouble with the present build they would rather new builds 'beta' test further.
The t-mobile BB phones will only be allowed to upgrade through Desktop Manager when T-mobile tells RIM that they want the phones to upgrade.

For some reason loading .423 had to be done through the app loader as desktop manager refused to do anything with it... Odd, but whatever, I know the app loader method is reliable as well.
