The keys are tied to your machine, either by hardware ID or something like that. If you reinstall Windows, you
may be able to reinstall the keys the same way you installed them the first time. Just make sure you keep the three emails they send you with the signature files so you can reinstall them at a later time.
If you get a new machine, the set you have now will not work, so you will have to email RIM. They'll send you a new set of keys and they'll deactivate the old ones. Then you just install them as usual on your new machine. I had to do this, RIM was pretty fast in sending me my new keys so it's not too much of a pain.
But yeah, once you register a set of keys on a computer, they can't be installed on another computer. So one set of keys = one computer you can sign apps on.
