Exchange: Can receive email, can't send

I'm the IT guy for a small/mid-size company. My boss is the only one with a Blackberry and I'm trying to get it to work with our Exchange email. I've got it setup via OWA because I don't really want to install BES just for a single Blackberry user. He syncs his Calendar and Contacts via Outlook at his computer. It all works ok except he can't send emails, only receive.
I've read various threads about this but most of them pertain to BES which we don't have. How do I fix this?
