"Stop Blackberry Enterprise Server Link" nonfunctional?

Has anyone noticed if their start and restart links for their servers in the manager work?
i just tried to stop one server, it went to stopping, stayed there for a min, i refreshed and it was running again, so i tried to restart, refreshed 5 seconds later and it did the same thing (it wouldnt have restarted that fast). seems like they are non functional to me.
used to work fine in sp4, i just upgraded to sp5 this weekend.
