Default Themes w/out Customization?!?!

Please forgive me for the question I am about to ask, as I have no idea how much time goes into building the quality themes that I see produced by BBF members. Why do so many themes get released with UN-customizable home screens? Does it require a lot more work to allow the user to pick which icons he wants displayed on the home screen?

This is the biggest reason why I have passed on using MANY themes, both freebies and premium! I've got no problem paying for a great theme but if I am stuck with an icon arrangement I don't like, I am not going to bother...

The themes that were made with an older version of the theme builder did not allow for the user to pick their own icons. The newest official theme builder does. All the themes on ThemeBerry.com offer user customizable icons if you want to check them out.

If you do have the newest version of plazmic (4.6 and above I think), then there's the option for user customization. And utilizing it is as simple as checking a box.
