Where are the settings for the LED for the battery level?

I'm not sure what you are trying to ask? Are you asking does the LED brightness correlate with battery level or does the time it stays on correlate with the battery level.

i dont think you can set those, i hop you are talking about REd--Orange --Green LED for Batteries,,, when its dead red, dying -orange etc.......

When the battery level goes below a certain percentage my LED begins to blink. Was wondering if there's a setting somewhere for this so that I can adjust it or turn it off.

No can do unfortunately. I want a similar feature except that I would like when the phone is charging there be an LED light on. When it is finished, the light is off. That would be great imho.

Try Berry Buzz. It has a setting for charging LED indicator.
