No, you're not wrong...but the usage will be somewhat limited.
When the handheld is attached to a WiFi network on the same LAN as BES, it will activate and operate quite normally. This is because the handheld can communicate directly with the BlackBerry Router component on BES via wireless bypass on your LAN.
Once the handheld leaves that LAN, it will cease to function.
(BES must also be configured to allow for WiFi activations. It's not configured by default.)
