This is incorrect. There is no need to contact the carrier, and there should be no problem setting up a BIS username after the device is already set up.
When you initially set up BIS on the device, you do not specify any username for your BIS account.
This needs to be done manually, which is why there is a 'Create User Name' option in the email setup on the device.
