ICE was started over a year ago for the same reasons you stated but its amazing how claim to this has spread. It was because of an accident and was by a NY fire department paramedic suggestion during a training session and picked up by the media in New York or so the story goes
Well, this is the first I've heard of the "ICE" program, and I wholeheartedly support a program like that. I am a B.C. Paramedic and we run into situations like that all the time...takes precious time to locate a number where next of kin can be notified.
It's a great idea...and let's hope that another year does not go by without the program being implemented nation wide.
I agree with the last line of the owner info being your ICE info. I have also added a line "if found call [my office phone] - just in case the one honest person out of a hundred finds my BB.
