Policy Question - import device backup from another company BES

I had a user that came from another company. They had a BES and she needed an OS upgrade. I backed up her BB. Uprgraded, Wiped it and activated it to our server. I tried to import her contacts from backup but it would not let me. I kind of hacked it. I turned off wireless and deleted service books. I was able to import it. I was curious if this was a policy that came from her previous company that locked her down. If so, I want this policy for my users.
