I just bought a BB Bold used. I haven't actually received it yet, but I'm trying to read info about upgrading the OS. I'm confused about the whole OS situation.

I see that theres many different version numbers out there. Where would I download the official/beta OS from?

I also read that you should download the OS from your provider because its tweaked to accommodate your provider's network settings and etc?? So your suppose to install an OS depending on the provider your currently using? or is it depending on what provider the phone is locked to?

If the phone is locked to a network, one would assume thats the network you are using.
It all depends what you want.
If the latest OS for your carrier is low like .167, most people would suggest you download a different carriers OS that is higher, i.e. .216 (the latest official release).
If the latest OS for you carrier is .216, then its perfectly fine to download that and stick with it. Trying Beta releases is not usually recommended (firstly because links to beta software is not allowed in the forum); but because as they are beta's they may contain bugs that have not been fixed.

Everyone will suggest the latest official release, whether that release is for your carrier or not.

Its faster. much more stable and has more free memory than previous builds.

is there a difference between an AT&T .216, and an Tmobile .216, or an EVEA .216?

I thought each carrier sort of tweaked it or tailored it to their own network's need and changed it slightly

theorectically, yes, which is why some carriers release latest OS's and others don't.
but in terms of what you actually see and what it actually does, there appears to be no actual difference. As far as I am aware anyway

It is always the "Safest" choice to go with your carriers latest official release, but I think it mostly comes down to your comfort level and experience with dealing with issues that amy arrise from using betas.
