I think he just wanted to lessen the paperwork he wanted to do in the last few weeks. Laid back time was a high priority.

He did also commute Libby's sentence on a couple of the charges.

But, they can conclude the pranks of 2001 vs 2009 were negligible. That is the point you've avoided reading.

Yeah, there are certainly more important things to do than talk or complain about pranks.
GAO just looks at dollars in repairs that are needed I think. Although I did find it funny that a file cabinet had the sticker "Jail to the thief" on it when W's staff was moving in.
