As happens in a lot of places in the world no matter a restraining order the victims got killed without any protection. In PR a few months ago one of my neighbors got killed by her ex husband the day after a judge expired his restraining order because a he finished his anger management threatment.

IMO, A victim is not necessarily safe if the victim have a restraining order or protection order. The stalker or abuser may ignore it, and the police may do nothing to enforce it. I was a Domestic violence victim for a long time and one of the reasons that I didn't called the police, is all the stories about victims being murdered no matter a restraining order. Now I look to my past and I'm glad that me and my kids are safe.

Do we need to change the law and the way we look to this problem?

No if the person wants to harm someone they will do it no matter what paper is in effect

As Dawg said a paper won't stop a abuser, my opinion is that the anger management programs do not help this people. By example my ex hub grow up watching his father beating his Mother all the time.I can't even remember how many times He had been on anger management. But the court continue letting him out. Stronger laws should be apply for people like that.

as I have stated laws are just a way to keep people who will follow them in line. Everyone breaks laws, there is no one that can claim they have never broken a single law. Whether its a speeding violation or jay walking to cheating on their taxes.

I partially agree with this statement. No, Anger management will not help the person if the person is not willing to be helped. I've made some mistakes in my youth that I am not proud of. Having said that, I knew that wasn't the path I wanted to head down, so I looked for help and accepted what others advised. If the person really wants to change and is open to being helped, then I think anger management will help the person. If not, then it's just wasting everyone's time.
