You need a data plan to get Windows live messenger to work to start with, as its a RIM application.
But it will run (and runs better) on the wi-fi connection.

if you do NOT have a blackberry data plan, Windows Live Messenger will NOT work.

I know that Windows Live Messenger needs a data plan to work...but does WLM consume kb on the data plan or it just needs the data plan to start working (like BB Messenger)...and if it does consume kb, about how much does it consume???

If your running it on EDGE/GPRS/3G it will of course use your data.
No idea how much it consumes, depends how long you use it for.
