Yeah, that solved it. I wasn't logged on as BESAdmin. Had another problem where the enterprise activation was getting stuck for some reason. Restarted the BES server again and it worked.
What stomped me was the fact that when the BESadmin account was created on EX1, when logged in as administrator, the IEMSTest would pass for users on ex1 but not ex2. When logged in as BESAdmin it would work for both.
