Default BES Failover question on Exchange

Setup:

BES currently resides in Toronto with MSDE database. BesAdmin mailbox is on Toronto's Exchange server.

Plan:
Use spare SRP and configure new BES in Montreal. This spare BES will be virtualized. Sync database nightly.

Scenario:
Internet connection or firewall goes down in Toronto.

Will BES in Montreal continue to run, even if BESAdmin mailbox is unavailable? I want to make sure my users across Canada and in the UK are not affected by interruptions in Toronto. The different timezones make maintenance upgrades tricky too.

Notes:

* As with most companies, budget is tight. Neverfail would be the no brainer.
* Planning for 2009
* Hoping to use dedicated SQL in both Toronto and Montreal

I'm interested in opinions on this as well. I don't want to plunk down for Neverfail and it's been mentioned to me (without details of course) that it can be done by copying over a few files or somesuch. I'm not BES expert, so details are welcome!

To further clarify, I'm looking for a solution where the end user does not have to change any configuration or input anything on their device. I would like failover to happen seamlessly without them even knowing anything went on. Thanks!

if the BESAdmin account is unavailable, i would say things wont work. but I use a knife-edge DR solution using the same SRP key on a standby server and that too is basically seamless to the users provided your DB is replicated across.
