Not sure if this is discussed elsewhere in these forums but I ran across a thread on Google's own site a few weeks ago where the point with GPS and their maps has hit a tender spot, as seen here:

2 Everyone says Google is blowing smoke up their a$$es
3 VZW is blocking Google by legal means from using the GPS function due to violations in their EULA and Google's desire to data mine from your phone
4 The code needed to turn on the GPS in their program is a simple one and the lines are actually posted in the thread (further showing this is not a technical issue but a legal one)
5 Pointed out over and over that other programs use this line of code and it works fine for them
6 Google reps post that they would love to use GPS but right now it looks like it might never happen (ahem see point 3 above)
From near the end of the thread here is a quote shedding some more light on this too:

As far as it being locked, read the documentation from RIM's developer knowledge base; it clearly states that on CDMA phones applications need to have an ID & password from the Verizon:
"Verizon requires third-party applications to have a valid Client ID and Password for their Location Proxy Server (LPS) to access the Location API. To obtain these credentials, contact Verizon."

Hope this helps clear some of the air up, the GPS is not locked but it is locked to Google
