I think the problem you're having is that your Express CAL locks your server in as an Express server, and thus it won't accept Enterprise CALs without an upgrade/unlock CAL first. It should be possible to remove the CALs and start over:
- Open up SQL Management Studio (or Mgmt Studio Express if running MSDE/SQLExpress) and connect to your server as a user with DBA privileges
- Drill down to [your server] > Databases > BesMgmt > Tables > dbo.LicenseKeys
- Right-click dbo.LicenseKeys and choose Open Table
- You should see a few rows in this table for your various keys. Select All, right-click, and Delete. Or, click to the left of each row, right-click, and Delete until there are no rows left in the table.
- Now pop open BlackBerry Manager. It should tell you that there are no valid CALs and ask you to enter one. Enter all of your Enterprise CALs on this screen, but no Express CALs. Now you should be on a roll with all your Enterprise CALs.
This worked for me, but even if it doesn't work for you, you haven't really lost anything if you were planning to rebuild the configuration DB anyway (which I think would require a reinstall of BES).
Note also that if you do it this way, you don't need to recreate the one user that you had.
You can also get to the licensing screen from BlackBerry Domain > Account > License Management, but this screen will not allow you to enter Enterprise CALs if any Express CALs are still in the database.
