cannot make outgoing calls

I have mulitple users having the issue where they cannot make outgoing calls but can receive incoming calls.
at first i thought it was the new IT Policy i had set up because when the issue first happened I switched the user back to the old policy and it worked fine. Well, it has now happened to my other admins and myself who are on a test poicy that is wide open other than password restrictions, content protection/encryption. this IT policy has not been changed in quite a while but these issues have made me rethink the cannot make outgoing calls issue was IT Policy relate.
I have tried the pop the battery, re-registering on via the host routing table, resetting the mobile network connections, pulled the SIM card. Data connection is fine can send receive email, texts, etc. Solid 3-5 bar connection status. Memory has plenty of space.
BES is 4.1.7., carrier ATT, device is Bold 9700
any help would be much appreciated.
