OK, so Mac and the Iphone have Me.com and can sync OTA.

Is there an ap for BB where if I make changes on my phone it will automatically (or prompted) sync with my home PC, via a web based storage or server or some other means?

You can set up Google Calender and Google Contacts to do that.

That's generally a feature of BES. It syncs your email, contacts, tasks, and calendar. Probably notes too, but I don't use BES myself.

I second Google Sync .. It does a fantastic job at keeping your calenders and contacts in sync with the cloud.

I have to give a thumbs down for Google Sync for contacts. Every version so far has managed to lose contacts on me. There may very well be something wrong on my device since it always seems to be the same contacts that get lost.

It doesn't sync email. BES email is push just like all BB email. BES does, however provide full reconciliation.

Notes are synced. If your BES admin enables it and the BES supports it you have wireless backup as well.
