MDS Activation woes

I have a user with a new 8300. We can't get MDS to activate. We have removed and re-added. We have wiped the device and re-loaded....
MDS Activation shows up as inactive in the Advanced Options. It will not let us manually activate it from here either.
Any suggestions? I have 2 other 8300's that didn't have any problems with MDS Activation.
