This law varies state to state. Some have implied consent which requires only 1 party to be "in the know." That can be the party doing the recording. Some states require a warning tone to sound every so many seconds. Any still some states require both parties to verbally consent, and this must be on the recording.
I don't know of any applications to give you this functionality however.
