BB Activation - ETP.DAT recieved and replied to but phone just waits on Activating...

Hi,
I have just set up a new BES server with my exchange server.
I have called my carrier and they have provisioned the required services to my contract to allow enterprise traffic.
my exchange account is working fine.
when I attempt enterprise activation on my phone it just hangs on "activating..."
Using Wireshark on the exchange server I see an email from blackberry.net arrive with a ETP.DAT file. This is processed by the BES server (vanishes from my inbox) and I see a reply to the email with a shorter ETP.DAT sent from the exchange server.
Nothing further happens.
Can anyone suggest any further diagnostics I can attempt to try and track the cause of the problem? A way of testing my device or server? or any suggestions on where the failing is likely to be?
