i think what they are trying to say is that he can not make calls only calls to emergency

which means that for some reason the phone is acting like it has been shutoff,

did you pay our bill, if you are current with your bill payments then i would call your carrier and see why the service is turned off.

Go to options > security > general settings > scroll all the way to the bottom. do you see any services listed there?

The emergency calls only message means that your phone can see a cell network but your device was refused registration on that network.

Since it's the law here in the US (and I imagine in most places around the world) that any cell phone needs to be allowed to call 911 in the event of an emergency no matter if there is a valid account in it, that is why you are seeing that message.

I would start by calling whichever cell provider you are using since they are the ones refusing your phone to register on their network.

This is what I think he's saying. He bought the 8310 in the USA, he is using it in Bangladesh, and it is unlocked.

He does not tell us what carrier his SIM is on so it could be a local carrier so international doesn't play into account.

Kabir -- have you tried your SIM in another phone to be sure it is active? It sounds like it is not.

He would be getting an SOS or SIM not provisioned message if it wasn't active. Maybe it's a pay-as-you go SIM. A friend of mine can still send SMS msgs if he's out of minutes but has no inbound or outbound calling.
