Default Japanese Language issues

I am trying to get the following firmware working so that I can do japanese input on my 8707v:

Software For BlackBerry 8707v (TM) BlackBerry Handheld Software v4.2.2.342 (Chinese)

Package Version: 4.2.2.342
Consisting of:
Applications: 4.2.2.186
Software Platform: 3.4.0.24
File name: 8707vCJK_PBr4.2.2_rel342_PL3.4.0.24_A4.2.2.186_VOD AFONE_(UK).exe
File size: 70.1MB

Our BES is 4.1.3. Is there any setting on the server that might prevent me inputting with japanese language. If so what is it - is it a policy, a user profile issue or what?

Previously I had Namimail on this device

As far as I know the Chinese Edition only has support for displaying Japanese Characters. Input is not supported.

We got this operating system working in the UK for romaji method input - ie english words then converts into jap but it just does not work on a QWERTZ device for japanese. Chinese is fine

When the Application Loader Wizard is finished examining the configuration on the BlackBerry device, the Device Application Selection screen appears listing the applications available for installation.
Please select [Japanese Romaji Input Method] to use Japanese Input System.

Romaji method was loaded every time using application loader

But it does not list in Applications view on the device as a separate item after install even though I know its loaded from Desktop manager and the cod files are on the device
