I would verify that you have the proper data plan on the device. Some carriers offer a choice of two BlackBerry data plans, consumer and enterprise. You have to have an enterprise data plan. If you only have the consumer plan the activation email will never go through.

If it's a GPRS Blackberry, then you could possibly rule out data plan issues if you have another GPRS Blackberry which works on a BES - just temporarily swap the SIM cards over. The BES itself should be network agnostic.

You were quick to say there were no filters about .dat files.

Might they have a filter for emails coming from anyone not in your work domain? I have had that same issue of not having someone's account match up because they had a rule to file all outside email addresses in a specific folder instead of the inbox. That could explain it.

As a side note, I ONLY see this message when there is a problem. Usually this mesage is sent to them and removed by the BEs before I would even really notice it was there. I have only seen it at times that my BES loses its connection to the exchange server. I will reboot my BES and all will be well again.

Good Luck,
Dave

Two quick tests.
1) Remove the user from the BES, start activation from handheld, does network message get there? If yes, then it's possible that the BES is in fact picking it up, but breaking at that point.
2) Enter your yahoo/gmail/hotmail email address into the EA screen. Do you get the activation message? If no, then handheld probably doesn't have BB Data services. Check on the home screen to make sure you have GPRS/EDGE/1X/1X-EV/NXTL/MIKE. If you have something similar but even one of these characters is lower case (or you have GSM) then there's no BB network connection on the handheld. Contact wireless provider to enable blackberry services.

You can also check to see if the user is downloading emails to local pst file. Also you can tell whether the activation email actually gets sent out from the BES logs. Does the user receive any messages on the device itself when attempting to activate?
