If you want to disable all third party application downloads, then set Disallow Third Party Application Downloads to True and you're set.
If you're simply not wanting them to download an application OTA that you're sending wirelessly to them (e.g. - you're pushing the Bloomberg app and you don't want them to be able to download it from Bloomberg's website on their own), there's no way to currently configure that within the IT and application push policies to my knowledge.
If the application you're pushing to their device requires internet connectivity to finish the installation (e.g. - DST 2007 patch from RIM), then you're out of luck on configuring the IT Policy to allow that connectivity, unfortunately.
