I have 4 themes I downloaded on my BB. 1 paid for, 3 for free so i think i fit your target audience this is directed to.
To answer your 1st question, there is a premium on BB themes because, we live in a market economy. Anyone is entitled to charge a premium for any product or service they offer. It is up to the individual to decide whether the premium is worth the cost to them. If a individual purchased something they could get for free with research/effort, it is a individual's choice to make.
To answer your 2nd question, why does the BB community enable the charging of themes, because for 99.99% of the community, it doesn't affect them. If a individual wanted a theme that was being charged, they make their choice of whether to purchase it or not. Also, from a personal standpoint, who am I to stop someone from attempting to make a buck?

Maybe you have the skills and/or time available to make the same exact theme but this does not necessarily mean I may have the skill and/or time to create a theme I like. And at a typical cost of $5, lets say, hypothetically, it will take a avg person 1hr to create the theme, I dunno about you but I am sure the typical BB user makes more then $5/hr, so to spend $5 and buy a "premium theme", they are at a positive in terms of time value of money. (I am sure we all heard the joke about Bill Gates bending over to pick up a $100 bill and in the time spent to pick it up, he "technically" lost money.) Your a consumer who can choose what you spend with your money, so whats the big deal with letting other consumers make that choice also? Who cares?
In the end, why does it bother you so much? Because obviously you like to come off intelligent enough to have figured this out on your own. If this seems to cause enough of an itch and seem so unfathomable, what about the infamous "
Pet Rock"? (Personally I picture a head inflating like a balloon
like this one scene in Big City Little China, but I digress and it is also not meant to be a personal attack.)
Btw the 1 theme I purchased was PS's "vista". I dont consider myself a "artist" or a "innovator/guru" but IMHO, it impressed me enough so I purchased it. And this is after not purchasing ANY theme/Wallpaper for any product in my life.
